It was suggested that in lieu of removing the cedar fascia it would be acceptable to block between all truss tails with a 2x S.Y.P blocking. Then nail the ends of the blocking to the truss tails and nail the plywood sheathing @ 4" oc into the blocking around the entire perimeter.
